Before you pay: a quick check for your 2026 admission
You have a shortlist of private nursing colleges in Bengaluru, and someone tells you the seat is “INC approved”. That’s good to hear. Still, it is worth taking a few minutes to check it yourself before you pay the fees. It gives you and your parents peace of mind.
If you are working on your BSc Nursing admission in Bengaluru 2026, this guide is for you and your parents, and it covers GNM too. In simple words, we explain what the Indian Nursing Council does, what “INC approval” means, why the INC list sometimes comes out late, and what to do if your college’s name is not on the list yet in October.
All the facts come from official notices and news reports. Each fact has a number that links to its source in the Sources at the end.
One thing to know first: getting approval has many steps, and the dates often move. So if you can’t find your college’s name, don’t worry straight away. It may just mean you need to ask a few simple questions.
What is the INC?
The Indian Nursing Council (INC) is the national body that looks after nursing education in India. It was set up under the Indian Nursing Council Act, 1947, and it works under the Ministry of Health and Family Welfare.1,2
The INC sets the rules for nursing courses: the syllabus, who can take admission and how exams are held. It also inspects colleges and keeps a national register of nurses.2
The INC does not give you your degree, though. For BSc Nursing (4 years), a university gives the degree. For GNM (3 years), a Nursing Examination Board does.3 After you pass, your State Nursing Council registers you as a nurse.2
What “INC approval” means
The INC’s own word for it is “suitable”. Its list shows colleges that are recognised by their State Nursing Council and that the INC has inspected and found suitable.4 Here are three simple points to remember:
- It is given year by year. Colleges renew their INC approval every academic year.5
- It is for a set course and a set number of seats. For example, one INC letter for 2026-27 approved 60 BSc Nursing seats and 60 GNM seats at a university.6 Another college was approved for 40 BSc Nursing seats in 2024-25 and 60 in 2025-26.7,8
- It can be taken back. If the INC withdraws a college’s recognition, its students can register as nurses only in the state where they studied.2,9
Why it matters to you
When you apply for jobs later, recruiters look at where you studied and whether you are registered. For example, the AIIMS NORCET-6 notice in 2024 asked for a nursing degree from an institute approved by the INC or a State Nursing Council, plus registration as a nurse and midwife.10
Is the INC being replaced?
A new law passed in 2023 will one day replace the INC with a National Nursing and Midwifery Commission.11 That hasn’t happened yet. In August 2026 the new commission had still not been set up,12 and the INC was still issuing notices in September 2026.13 Approvals that have already been given stay valid under the new law until they end.11 So for your BSc Nursing admission in Bengaluru 2026, the INC is still the one to check.
How Bengaluru nursing colleges get approved
Getting a nursing college approved takes several steps and more than one office. The INC’s guidelines list the steps in this order:14
- A certificate from the state government (called an Essentiality Certificate or NOC).
- Recognition from the State Nursing Council for that year.
- An online application to the INC.
- An inspection by the INC.
- A final decision by an INC committee.
During the inspection, the INC looks at the hospital, the teachers and the building. For example, the BSc Nursing rules ask for a 100-bed hospital for up to 60 seats, and one teacher for every 10 students.15
In Karnataka
In Karnataka, Rajiv Gandhi University of Health Sciences (RGUHS) also inspects nursing colleges. Colleges renew their RGUHS affiliation every year, usually around November and December.16 The Karnataka State Nursing Council keeps the list of recognised colleges in the state.17,18
So for a Bengaluru college, there are three things to check:
- RGUHS affiliation for your course19
- Recognition by the Karnataka State Nursing Council18
- The college’s name on the INC list4
A good college keeps these up to date and will be happy to show you the letters.
INC and the State Nursing Council: who decides what?
Students often ask which office has the last word. The simple answer is that they do different jobs, and both matter.
- The state side (the state government, RGUHS and the State Nursing Council) decides whether a college can run and admit students in Karnataka.
- The INC sets national standards and keeps a national list. Its approval helps your qualification get accepted smoothly in other states.
The two sides don’t always see things the same way, and courts have looked at this more than once. The Karnataka High Court has said the INC’s list should be shown together with the state council’s list of recognised colleges.17 In 2025 it also said a degree from a recognised college in Karnataka is valid across India.20 In a 2026 case from Kerala, the court supported the INC’s decision instead.21 The INC has also taken some colleges in other states off its list, for example in Gujarat in 2025 and Kerala in 2026.22,23
You don’t need to follow every court case. The practical tip is simple: if you may want to work outside Karnataka or in a central government hospital one day, pick a college that has all three approvals.
The INC list timeline, and why it confuses students
The INC list often comes out after the academic year has already started. Here are the dates shown on the INC’s own website:
| Academic year | Date on the INC list | Source |
|---|---|---|
| 2023-24 | 19 December 2023 | 24 |
| 2024-25 | 31 December 2024, about a month after the extended last date of admission (30 November 2024) | 25,26 |
| 2025-26 | 7 July 2025 | 27 |
| 2025-26 and 2026-27 | No fixed date; an online report that keeps getting updated | 4,28 |
What 2026-27 looks like so far
The plan for 2026-27 was to start classes on 1 August and close admissions on 30 September.29 On 24 September 2026, the INC extended the last date of admission.30 A later notice asked colleges whose 2026-27 renewal is still pending to send in their reports.31 So for some colleges, the 2026-27 approval was still in process in October.
This isn’t new. In 2025-26 the INC extended the admission deadline three times, finally to 31 December 2025. Students who joined after 31 October 2025 had separate classes and exams.32
Why it feels confusing
- Admission and approval run on different clocks. Many students join in the summer, but INC letters can arrive later. One university applied for its 2026-27 renewal on 23 April 2026 and received the INC letter on 29 July 2026.6
- Seats can be added later. In 2025, after the third counselling round, Karnataka approved over 1,500 extra nursing seats and 7 new colleges.33
- Similar words, different meanings. “Approved”, “recognised” and “affiliated” can each refer to a different office: the state government, RGUHS, the state council or the INC.
- Fake messages. In 2023 a fake INC notice about the admission deadline was shared on social media. The INC asked everyone to trust only its website.34
College not on the INC list in October? Here’s what to do
First, stay calm. A missing name can mean different things. It may simply mean the college’s renewal is still being processed. The INC lets colleges whose 2026-27 renewal is pending send in their reports, so the list can still change.13,31
In other cases, the college may be approved by the state but not yet by the INC, or its name may be on the INC’s withdrawal list.9 A few simple checks will tell you which one it is.
Simple checks you can do at home
- Look up the INC online report. Select 2026-2027, Karnataka and your course.28
- Check the INC withdrawal list on the same page, just to be sure your college isn’t on it.4,9
- Check the state side. Look for your college on the RGUHS college list19 and the Karnataka State Nursing Council website.18
- Make sure your name is on the RGUHS portal. In one past case, students had trouble sitting their exams because their enrolment was never uploaded.35
- Ask the college to show its INC letter. It mentions the course, the number of seats and the year.6
- Still have doubts? Ask the INC. Write to nodalofficer.inc@gov.in4 or call 011-66616800.1 Trust only the notices on the INC website.34
- Keep your papers safe. Keep your admission letter and fee receipts, and ask for any promise in writing.
If you need more help
Talk to the college first and ask to see the documents. Asking for documents is a normal part of admission. If you still need help, the INC website links to the central public grievance portal.4 The Karnataka High Court has also asked the INC, the Karnataka Nursing Council and RGUHS to set up online portals where students and parents can raise questions.36

Frequently asked questions
Is INC approval needed for BSc Nursing admission in Bengaluru 2026?
Your college needs approval from the state side (RGUHS and the Karnataka State Nursing Council) to run the course. INC approval is a national check on top of that. Courts have had different views on how far the INC’s role goes,17,20 but INC approval makes it easier to register and work outside Karnataka.9 The best choice is a college with all three.
When will the INC list for 2026-27 come out?
There may not be one fixed “list day” any more. The INC now keeps an online report for 2025-26 and 2026-27 that gets updated.4,28 Check it directly, and keep an eye on the INC’s notices page for date changes.13
My college is INC approved for GNM. Does that cover BSc Nursing too?
Not automatically. INC letters list each course and its seats separately.6 Check the exact course you are joining.
Can a college be added to the list after I join?
Yes, it can happen. The INC accepts renewal reports from colleges whose approval is still pending.31 Ask your college where its application stands and when it expects the letter.
Will my degree become invalid if the college is removed later?
We found no rule saying a degree becomes invalid. The main effect of a withdrawal is that graduates can register only in the state where they studied.9
Is the INC being shut down?
Not yet. A 2023 law will replace it one day,11 but in 2026 the INC is still working and issuing notices.13
Should I check my own eligibility too?
Yes. In 2022 the INC said some students had been admitted without their eligibility being checked, and they may not get registration in other states.37 Make sure you meet the eligibility rules for your course.
